The new data-driven TSD is now available in SimplBooks

From October 2026, the way salary payment data is submitted to the Estonian Tax and Customs Board (MTA) is changing. To support this transition, we have introduced a new TSD solution in SimplBooks.

The updated TSD view is designed to support the MTA’s new data-driven reporting system, but the changes go beyond a technical update. We have also improved the way TSD declarations are prepared and managed, giving users a clearer overview of their declarations and the data behind them.

TSD is now located under Salary Reports

You can now find TSD declarations in the main menu under Salaries → Reports.

The previous TSD views will remain available for a limited time during the transition period, but they can only be used to view existing data. A notification in the old view will direct users to the new TSD solution.

If you have not yet prepared or submitted your September 2026 TSD declaration, you will need to do so using the new view. For periods before October 2026, the new TSD solution also supports the previous technical TSD format.

A better overview of TSD declarations

Previously, users could select a date range in the TSD view and see the data currently recorded in SimplBooks for that period.

With the new solution, users first select the period for which they want to prepare a TSD declaration. When the declaration is created, SimplBooks saves a snapshot of the data for that period and links it to the specific declaration.

This creates a clear list of prepared TSD declarations, including their current statuses. It is now easier to see which periods have already been prepared and submitted and which still require attention.

The new solution also notifies users if any of the underlying data has been changed in SimplBooks after a TSD declaration was prepared. This helps identify situations where changes made after preparation may require the declaration to be reviewed again.

Submit TSD data through the integration or as an XML file

If you use the integration between SimplBooks and e-MTA, you can submit TSD data directly from SimplBooks.

If the e-MTA integration is not enabled, you can download the declaration as an XML file from the new TSD view and manually upload it to e-MTA.

SimplBooks automatically generates the XML file in the appropriate format for the selected period. This means that declarations for earlier periods use the previous format, while declarations from October 2026 onwards use the new data-driven TSD format.

Currently, it is not yet possible to submit a confirmed TSD declaration directly from SimplBooks. We are working on adding this functionality.

In the future, TSD confirmation will require personal authentication using an ID card, Smart-ID or Mobile-ID.

What changes with the October TSD declaration?

Starting from the October 2026 tax period, the MTA’s new data-driven reporting system will apply.

Instead of submitting a completed declaration, salary payment data will be sent to the MTA, which will then generate the TSD declaration based on the information received.

For SimplBooks users, the process will remain familiar. You can still review your data and decide when to submit it to the MTA, all within SimplBooks.

We have also explained the background of data-driven TSD reporting and the changes introduced by the MTA in our previous blog post: Data-driven TSD reporting: What changes for SimplBooks users?

We are continuing to improve the new TSD solution

This is a significant change for both the MTA and SimplBooks. We are aware that some special cases in the new TSD solution still need further development, such as certain situations involving the clearing of tax accounts.

We are actively working on these fixes and improvements throughout October.

Our goal is to make the transition to data-driven TSD reporting as smooth as possible while giving users a clearer and more comprehensive overview of their declarations and the underlying data.
