Data-driven TSD reporting: What changes for SimplBooks users?
Data-driven TSD reporting: What changes for SimplBooks users?
Starting from the October 2026 tax period, the submission of salary payment data to the Estonian Tax and Customs Board (MTA) through the TSD declaration will become data-driven.
SimplBooks already allows users to submit TSD declarations directly to the Estonian Tax and Customs Board, and this functionality will remain available. The main changes concern how data is exchanged between SimplBooks and the MTA and how the TSD declaration is generated after submission.
What exactly is changing?
Until now, SimplBooks has prepared the TSD declaration and submitted it to the Estonian Tax and Customs Board. Under the new system, payment data will be sent to the MTA, which will then generate the declaration based on the submitted information.
For SimplBooks users, the process will remain familiar. TSD data will still be prepared in SimplBooks, and users will decide when to submit it to the MTA. The Estonian Tax and Customs Board will not have direct access to SimplBooks or a company’s accounting data.
In the first stage, the changes will affect the current TSD Annexes 1 and 2, which cover salary payments. Currently, SimplBooks only supports the direct submission of Annex 1 data.
The TSD view in the e-MTA portal will also change. The existing Annexes 1 and 2 will be replaced by a single salary payment view that combines information about residents and non-residents, including both payments and repayments.
For users who submit TSD data by uploading a file to the e-MTA portal, the supported file format will also change. The current XML format will be replaced by a new XML format based on XBRL GL.
The submission process for TSD Annexes 3-8 will remain unchanged for now.
When will the new TSD reporting system take effect?
It is important to distinguish between the tax period and the declaration submission date.
The TSD declaration for September 2026 will still be submitted using the existing system. The new data-driven solution will apply to the October 2026 TSD declaration.
This means that the first declaration submitted under the new system will cover salary payments made in October.
What will change in SimplBooks?
Alongside the changes introduced by the MTA, we are also updating the TSD view and workflow in SimplBooks.
All TSD declarations will be displayed in a single list, making it easy to see the current status of each declaration.
SimplBooks will also retain a record of the data as it was at the time of submission, allowing users to see exactly what information was sent to the MTA.
If a payment is corrected, added or deleted after submission, users will be able to see what has changed compared to the previously submitted data. This will make it easier to review corrections and resubmit information when necessary.
TSD data can still be submitted directly from SimplBooks. There is no need to install additional software or request a separate update.
Do SimplBooks users need to take any action?
No action is required. The new solution will become available to SimplBooks users automatically in early October.
Before the submission of the TSD declaration for October, we will also publish a detailed guide explaining the updated TSD view and the steps required to submit data. The guide will be available during the first half of October.
If a company or accountant already has the necessary e-MTA access permissions, the MTA will automatically add the permissions required for the new solution to the existing permission packages.
What’s next?
Data-driven TSD reporting is part of the Estonian Tax and Customs Board’s broader data-driven reporting initiative.
The next major change will be the transition to data-driven VAT declarations, starting from the April 2027 tax period. Further changes to the Employment Register are also expected in 2027.
We are already working on these developments in SimplBooks to ensure that all necessary updates are introduced as smoothly as possible for our users.
